The Italian industrial structure, which is characterized by a widespread presence of small and medium size enterprises with strong and unique socio-economic ties with the territory in which they are located, has raised an interesting and intense economic and scientific debate to explain the success in organizing their production efficiently. The district model of organization of the industrial production has been from the 70s ‘the Italian solution’ to the impasse of the organizational and managerial model typical of the Ford-like large enterprise, which is characterized by a standardized demand met by mass production. Industrial districts and the concentrations of small businesses have supported the Italian economy to ensure on the one hand the presence in international markets in the fields typical of Made in Italy and, on the other hand, the visible characteristics of an alternative model of economic and social development. The territorial character of the investigation and the unambiguous identification of the areas of localization of the districts emerge as crucial elements in the transition from the theoretical specification of the sources of competitive advantages of the business district and its empirical verification.
This research is intended to offer an attempt to synthesize, on the one hand, the main theoretical contributions related to the theme of industrial districts and, secondly, the regulatory framework related to economic policies that promote local development of certain production areas. The aim of this study has been the identification and evaluation, in the predefined geographical area of the province of Campobasso, of specific quantitative and qualitative parameters of its local and well defined economy to verify the existence or not of a specialized production of excellence, which may have the features of an industrial district i.e. a local production system; the degree of openness to foreign markets of the production system locally identified, with a further empirical study aimed at analyzing its development potential. In this sense, it has been hypothesized the extension of the paradigm of the district to the field of regional shipbuilding, with a qualitative empirical verification of its theoretical assumptions by means of methods and tools borrowed from literature and the legally binding national, regional and community level.
This thesis, therefore, aims at providing in the first part the theoretical contributions at the base of the district; in the second part, it presents all the elements that have contributed to the design and establishment of the ‘Distretto dell’Eccellenza Nautica Molisana’ (District of the Marine Excellence of Molise); in the third part, the design that is still being set up of the "DEA: District Euro-Adriatic". This last project involves the establishment, preferably by the end of 2012, of the Cross-border Nautical District between Molise region, Croatia and Albania. A major challenge that could use EU funding to boost new business with a strong impact on employment, the re-launch of the maritime and touristic sector of Molise, Croatia and Albania.
